The notice stated that the unfulfilled amount of Tian Jiali, the person being enforced, was as high as 62,618,900 yuan.
The court stated that anyone who provides clues about its effective property to help the court implement the execution in place, it can pay a bounty based on 5% of the actual execution money in place.

It is understood that Tian Jiali was originally the legal representative and chairman of Shandong Hengyu Rubber Co., Ltd.

The company was established in 2005 and its main products include all-steel radial tires, construction machinery tires, bias tires, etc.

In April 2016, Tian Pengfei took over as Tian Jiali and became the new legal representative.

Beginning in the second half of 2016, Hengyu Rubber began to default on supplier raw material costs and worker wages.
In July 2018, its total assets were 1.997 billion yuan, and its total liabilities were 2.425 billion yuan. It has been unable to pay off its due debts.

It is reported that Tian Jiali was once criminally detained by Guangrao County Public Security Bureau on suspicion of illegally absorbing public deposits.
